Background

Citizen Corps was created after September 11, 2001, when President Bush called upon all

Americans to volunteer at least two years worth of hours during their lifetimes. Citizen Corps

was envisioned as a way for to local citizens involved in Homeland Security-related activities to

ensure that our communities are prepared. The five major aspects of Citizen Corps are:

1) Fire Corps: Getting citizens involved in non-operational and administrative roles within

volunteer fire departments.

2) Volunteers in Police Service (VIPS): Like the Fire Corps, VIPS seeks to get volunteers

involved in non-operational roles in law enforcement agencies.

3) Medical Corps: Medical Corps is made up of healthcare professionals that will respond to,

and spread awareness about, potential risks to public health.

4) Citizen’s Emergency Response Team (CERT): Citizens are trained to perform nonoperational

roles in disaster situations (i.e. helping neighbors turn off gas or water after an

earthquake)

5) Neighborhood Watch: Citizen groups organize networks to deter crime in their

neighborhoods through increased vigilance.

Would you like to serve?

Volunteers will be asked to fill essential non-operational duties within the first response

community. This could range from delivering food and water to firefighters at the scene of a fire

to checking on your neighbor after a severe storm. Citizen Corps volunteers will help ensure that

that the Commonwealth of Kentucky is Ready and Prepared for all emergencies .

Everyone has a place in Citizen Corps, regardless of age, gender, or physical ability. By

volunteering their time, Citizen Corps members will help our First Responders do what they do

best: keep our communities safe.
